A study-permit application generally requires a letter of acceptance from a designated learning institution and, unless an exemption applies, a provincial or territorial attestation letter (PAL/TAL), along with the other evidence required for the applicant’s circumstances.
2026 PAL/TAL exemptions
Starting January 1, 2026, students entering degree-granting master’s or doctoral programs at public DLIs are among the groups exempt from the PAL/TAL requirement. Other exemptions also apply, including certain primary/secondary students and some in-Canada extension applicants at the same DLI and level.
Status conditions matter after approval
Study-permit holders must comply with their permit conditions, including applicable DLI enrolment and active-pursuit requirements. A change in school, program or immigration status may trigger additional rules.
Extensions and timing
Students should review expiry dates early and determine whether an extension, new permit or status change is required. Waiting until after status expires can substantially change the available options.
